Canterbury Earthquake (Rating) Order 2012

The Order modifies the rating powers of Christchurch City Council (the Council) to enable rates to be assessed following building, demolition or subdivision during the course of the year, rather that only at the start of the next financial year as at present. The Order will have the effect of decreasing rates where buildings are demolished and increasing rates where rebuilding or subdivision occurs over the balance of the financial year. The Council’s view is that the statutory powers requested will generate income that would not otherwise be available for the rebuild. The Review Panel made a recommendation to the Minister for Canterbury Earthquake Recovery, the Minister of Local Government and the Minister for Land Information on the draft Order on 28 May 2012. The Department of Internal Affairs letter dated 24 May 2012contains information about the draft Order that the Review Panel considered in making its report and recommendation. Date in force/expires 1 July 2012/31 March 2016.
